St. Charles council approves consent agenda and several ordinances, including annexation and rezoning items

At its April 21 meeting the St. Charles City Council approved the consent agenda, received reports from boards and commissions, and approved contracts described in the record. A unanimous roll-call approved the consent agenda after Fire Chief Gragnani provided information on a consent item.
On bills for final passage the council adopted a series of ordinances:
- Bill 14072, an intergovernmental memorandum of understanding with the City of O'Fallon to allow O'Fallon's Real-Time Information Center (RTIC) to program designated police radio channels, passed and was approved as Ordinance 26-030.
- Bill 14073, an intergovernmental agreement with the Missouri Department of Public Safety for participation in the Missouri Data Exchange to share criminal justice information data, passed and became Ordinance 26-031.
- Bill 14074 annexed approximately 0.88 acres at 1408 Fischer Lane into the City and was approved as Ordinance 26-032; Bill 14075 rezoned that same tract to the city 'R-1E' single-family residential district and became Ordinance 26-033.
- Bill 14077 amended the PD-MU planned development to establish entitlements and standards for an 8.24-acre planned senior housing and congregate care facility; it passed as Ordinance 26-034.
- Bill 14078 authorized the vacation of eleven utility easements adjacent to 3704 New Town Boulevard and was adopted as Ordinance 26-035.
All of the listed ordinances were approved by unanimous votes recorded in the meeting minutes and subsequently signed by the mayor on April 23, 2026 where noted. The council also introduced additional bills for future consideration, including an amendment to the New Town Merz preliminary development plan and a budget amendment.
