Briarcliffe Acres officials on July 15 opened and reviewed bids for resurfacing Holly Lane (Phase III) and Birch Lane (Phase IV) under bid package CPCN43389 #2024.05. Coastal Asphalt, LLC submitted the lowest qualified proposals for both phases, with line-item totals of $72,257.50 for Holly Lane and $74,068.00 for Birch Lane.
Town staff recorded competing proposals from Palmetto Corp of Conway and others; Palmetto’s totals were approximately $110,021.00 for Holly Lane and $110,986.20 for Birch Lane. The council did not award the contract at the July 15 meeting. Instead, the council scheduled a Special Bid Award Meeting for July 23, 2024, at 4:00 p.m. to formally award the project to the lowest qualified bidder.
The bids include mobilization, milling, SCDOT-specified surface overlay, and shoulder work. Specific line items listed in the record include mobilization, clip shoulders, 1–2" milling, a 6" full-depth patch with SCDOT intermediate course, a 1.5" SCDOT surface course (175 lbs/sy), and backup shoulders with imported fill.
