The Borough of Ramsey on Thursday adopted Ordinance 12‑2025 to establish an R5D Constantine Drive redevelopment zone intended to create a site for inclusionary multifamily housing.
Councilwoman Cusk described the rezoning as limited to block 363, lot 1 and said it was intended to provide a realistic opportunity for low‑ and moderate‑income units near the train station and Route 17 corridor. The ordinance sets a minimal affordable housing component of 20 percent of units for sale and 15 percent of units for rent and proposes a density roughly equivalent to the R5B zone across Route 17 (approximately 20 units per acre, as presented).
Borough planners and consultants participated in drafting the ordinance; Council opened a public hearing but recorded no comments and proceeded to a roll‑call vote that adopted the ordinance. The borough clerk was directed to publish the ordinance title and notice of adoption as required by law.
Council members said the zoning change was intended to help the borough meet its "fair share" obligations while fitting with nearby transit and commercial corridors. The ordinance will be published in the borough’s official newspaper and proceed to implementation steps identified by borough staff.
