Joseph Hannagan was sworn in as Mayor of Quinton Township and James Smith was sworn as Deputy Mayor during the township's re-organization meeting on Jan. 6, 2026. The committee approved a series of annual appointments, vendor authorizations and procedural resolutions, all by roll-call votes in which Committeeman James Smith and Mayor Hannagan voted "aye" and Committeewoman Marjorie Sperry was recorded absent.
The committee grouped routine items on a consent agenda and approved them in batches. Resolutions adopted included establishing 2026 meeting dates and municipal depositories (Res. 2026-03), staff and official appointments including deputy registrar and public agency compliance officer (Res. 2026-04, 2026-06, 2026-09), and a Cash Management Plan along with annual vendor and service authorizations for payroll, pest control, alarms, fuel and vehicle repairs (Res. 2026-11 through Res. 2026-25). The grouped motions were moved and seconded and passed on roll call with two ayes and one absence.
The committee also approved professional-service appointments for the year: retaining Vigilante Law Firm as township solicitor (Res. 2026-26), Bowman & Co. as township auditor (Res. 2026-27), The Barclay Group as the municipal joint insurance fund risk management consultant (Res. 2026-28), and Parker McCay and Criscuolo, P.A. as bond counsel (Res. 2026-29). A temporary budget for the township and sewer utility for 2026 was adopted (Res. 2026-30).
On procedural matters, the committee fixed the interest rates charged on delinquent taxes and sewer rental charges for 2026 (Res. 2026-31) and adopted a fair-and-open policy for awarding professional service agreements (Res. 2026-32). The body also unanimously adopted a meeting-decorum policy and Roberts Rules of Order (Res. 2026-33); Mayor Hannagan reviewed the six items that compose the decorum and enforcement procedure before the vote.
Mayor Hannagan reviewed committee chairmanships and planning-board appointments for the year. James Smith was named chair of Streets & Roads, Sewer, Fire & Ambulance, EMO, Clean Communities, Recreation and several other duties; Marjorie Sperry was listed as chair of Trash & Recycling and Buildings & Grounds; and Joseph Hannagan retained chairmanship of Administration and related duties (Res. 2026-34). The committee also adopted Resolution 2026-35 to accept a planning-board resignation and fill alternate positions; the minutes list the planning-board membership and term dates.
The committee authorized advertising for a clerical-assistant position by motion, and under discussion the administration reported plans to seek bids for the firehouse parking lot and municipal building roof and noted that the township has accepted a bid for a fire truck. With no further business the committee adjourned at 6:43 p.m.
