St. Charles council approves budget changes, rezoning and annexations in single session

At its Jan. 20 meeting the St. Charles City Council approved a series of ordinances and agreements, including an amended ordinance revising 2026 budgeted positions and multiple rezoning and annexation measures tied to development proposals.
Bill 14042 (amended) to update budgeted positions, reclassify certain positions and revise pay grades passed unanimously and was recorded as Ordinance 26-005. The council also approved a set of land-use measures affecting properties at Muegge Road and South Old Highway 94 and at 1753 South River Road: annexation (Bill 14045, Ordinance 26-006), rezoning to C-2 for a 1.57-acre tract (Bill 14046, Ordinance 26-007), rezoning to R-3A for a 5.0-acre tract (Bill 14047, Ordinance 26-008), and additional annexation and rezoning measures for parcels on South River Road (Bills 14048 and 14049, Ordinances 26-009 and 26-010). All of those votes recorded as "Aye" by the full council.
The council also authorized a cooperative cost-sharing agreement with Porterhouse Development, LLC for construction of a traffic signal system (Bill 14050) and approved a sign easement agreement for an electronic monument sign; these measures passed unanimously and were approved by the mayor the following day. New items were introduced for future consideration, including a record plat for the New Town at St. Charles subdivision.
Procedurally, the council moved into a closed session under RSMo 610.021(1) at 9:01 p.m. and adjourned the open portion of the meeting at 9:28 p.m.
Items that passed by unanimous vote will proceed to mayoral approval and implementation steps assigned to relevant departments as listed in the meeting packet.
