Planning Director Jeff Darrow presented maps showing the property along Mamalahoa Highway and described its county zoning (single-family residential, 20,000 sq. ft.). He said the planning director recommended a favorable recommendation with conditions and that the Leeward Planning Commission had forwarded the recommendation.
Applicants Ernest and Elizabeth Young introduced themselves and explained the lot contains a four‑bedroom, two‑bath main dwelling and an existing Ohana unit; they said the southern Ohana could serve as the main dwelling or as an ADU on a subdivided lot. Council members asked clarifying questions about driveways, Department of Transportation access conditions and safety at the intersection; the applicants said one driveway would be removed to comply with DOT requirements.
The committee voted to forward Bill 120 to full council with a favorable recommendation; the item will be scheduled for the council's February meeting for its first reading.
