Ontario council approves downtown planned‑unit development and parkland lease financing

The Ontario City Council unanimously approved two land‑use items at its Sept. 2 meeting: an ordinance establishing a planned‑unit development for 111 North Monterey Avenue in downtown Ontario and a lease financing plan to acquire parkland at the southwest corner of Park Vista Drive and Archibald Avenue.

Council members opened public hearings for both items, saying notices and affidavits of compliance were on file. No members of the public spoke on the downtown planned‑unit development; the council moved and adopted the ordinance on a 5‑0 vote (motion by Mr. Bowman, second by Ms. Perata). The ordinance is intended to set development standards, design guidelines and infrastructure requirements for the MU‑1 downtown mixed‑use district.

On the parkland acquisition, one resident, Chris Robles, told the council he supports adding park acreage but remains concerned about the distribution of parks across the city, noting a lack of parks north of the 10 Freeway. "I am still unhappy that we are not adding a park in District 4 or anywhere North of the 10 Freeway," Robles said, urging the council to prioritize underserved neighborhoods. After discussion the council approved the lease financing plan 5‑0 (motion by Mr. Bowman, second by Ms. Perrotta).

Both votes were taken after staff confirmed public‑hearing notices and the absence of written communications on file. The actions do not include additional conditions recorded in the minutes; the council and staff said they will follow standard next steps for ordinance implementation and financing execution.

The council also approved a consent calendar earlier in the meeting by a 5‑0 vote. No effective dates for the newly adopted ordinance or the financing agreement were announced during the meeting; the city clerk will post final records and the staff will return with implementation details as required.
