Jonesville City Council extends joint early voting agreement, adopts policies and approves contracts and appointments

Jonesville Mayor Gerry Arno called the City Council to order at 6:30 p.m. on Jan. 21, 2026 at Jonesville City Hall. The council unanimously approved a package of routine governance items including an extension of a joint early voting agreement, several administrative policies, an equipment-testing contract for the fire department, library board reappointments and the month’s accounts payable.
The council voted to extend the joint early voting precinct agreement, originally established in September 2023 with Hillsdale County and other municipalities, through Dec. 31, 2027. Council members said the joint precinct has proved cost-effective; the agenda memo noted early voting for state and federal elections is required under Statewide Proposal 22-2.
Council also reappointed Carol Betts and Connie Hutchinson to four-year terms on the Jonesville District Library Board, with terms expiring Dec. 31, 2029.
On a series of roll-call votes the council adopted four written policies. Resolution 2026-01 set meeting dates and times for the Board of Review. Resolution 2026-02 established a written travel policy following a recommendation from Finance Director Lancaster. Resolution 2026-03 set written practices for credit-card acceptance and customer-data security in line with contract terms. Resolution 2026-04 adopted a Fund Balance Policy; Finance Director Lancaster provided an overview of the proposed policy during the presentation.
The council designated Todd Ruden as Interim DPW Street Superintendent and passed Resolution 2026-05 to record the appointment pursuant to Section 13(9) of Public Act 51 of 1951.
The council approved a three-year contract with FireCatt for annual testing of fire hose and equipment, following recommendations from Public Safety Director Lance and Deputy Fire Chief Riggs; the first-year cost was stated as $4,491.80.
Council approved accounts payable for January 2026 in the amount of $186,889.85.
The meeting packet included the annual statement from the Hillsdale County Community Foundation for the Freedom Memorial Fund; council members acknowledged receipt. Manager Gray and department heads provided routine updates. Mayor Arno adjourned the meeting at 7:35 p.m.
