Council hears staff on school-bus camera fines, proposed medians and related enforcement bills

The bill also would prohibit locating bus stops on highways with five or more divided lanes without a crossing guard or technology to control traffic in some circumstances.
Council members asked detailed operational questions about where medians could be built, who would pay for construction, and how the county would handle locations on state-owned highways where right-of-way or engineering constraints make medians infeasible. Councilor Bergens and others pressed staff to confirm that the bill sponsors and state delegates understand those constraints; staff said the sponsors are aware and that these are ongoing conversations with the state.
Members also debated whether infrastructure changes (medians) or public education and enforcement changes would better address driver behavior around school buses. Vice President Stewart and Councilor Malueke questioned whether medians alone would curb the behavior and emphasized education and broader safety treatments.
Staff emphasized this briefing was informational; no position or vote was taken. The council will continue discussions with staff and state delegates before deciding whether to support amendments or a formal council position.
