Toledo council approves LOSAP, creates economic development department and adopts FY26 wages

The meeting began with unanimous approval of the consent agenda, which included minutes and financial reports. The council’s claims report recorded invoices of $217,242.33 and payroll of $45,599.94 for a combined total of $262,842.27; the report listed major items such as $52,250 to Scharnweber for downtown revitalization and $40,937.24 for health insurance premiums.
On personnel matters, the council approved carrying over 40 hours of vacation for employee J. Brown (the employee had requested 64 hours; policy permits 40 hours with supervisor approval) after Boll moved and Vesely seconded the motion. Vesely moved and Cook seconded Resolution #2025-09 to set wages for FY26; the roll call vote was unanimous.
Pansegrau moved and Boll seconded a motion to pursue a LOSAP program for fire, EMS and police volunteers; council approved the setup unanimously. The council also voted to create an economic development department and to advertise for a new hire to help set that department’s budget (motion by Cook, seconded by Goodhart; unanimous).
Council approved Resolution #2025-08 authorizing transfers for fund deficits before year-end on a unanimous roll call. Marquess reported receiving a request to hold a closed-session Zoom meeting for litigation at the next council meeting; no action on that request was taken at this meeting. The council adjourned at 5:58 p.m.
