Powers told commissioners, “The recommendation before you is that the planning commission recommend approval of the proposed fiscal year 2025 through 2030 capital improvement plan to the village council as required under the Michigan Planning Enabling Act PA 3 of 2008.” He highlighted several notable projects that staff and commissioners considered priorities.
Why it matters: the CIP sets a multiyear schedule for capital investments and helps align infrastructure spending with the village master plan. Commissioners said the document functions as a long-range prioritization tool rather than a guarantee of immediate funding for every listed item.
Key projects outlined by staff included replacement of aging trail bridges on the Paul Henry/Tornapple Trail to restore maintenance and emergency access, a conceptual roundabout at Grand Rapids and Main streets shown as a FY2030 project to improve traffic flow, and streetscape enhancements for the Main Street bridge that the Downtown Development Authority contracted Williams and Works to study. Powers said the trail work is intended to “restore emergency access and ensure the long-term safety and function of the trail corridor.”
Commissioners asked staff about prior studies of a potential roundabout near the high school and about land constraints; staff said earlier engineering work and previous council study materials exist but no current design work has been advanced by the village for that site. Powers also noted plans for a full reconstruction of East Main Street from Irving Road to the village limits to address pavement, drainage and infrastructure needs.
Next steps: staff will forward the commission’s recommendation and present a summary to the village council for its consideration and any final action. The commission did not take a formal roll‑call vote on the recommendation at this meeting; members approved agenda and minutes by voice votes earlier in the session.
