Madison council approves payroll, appropriations, police labor pact and other routine measures
Summary
At its Dec. 23 meeting, Madison council approved Pay Ordinance No. 2514, suspended rules and passed temporary appropriations and two ordinances relating to police labor and employee HSA contributions, confirmed a part-time patrol officer, and approved several purchase orders; most votes were unanimous.
The Village of Madison Council approved several routine but consequential items at its Dec. 23 meeting, including payroll, temporary appropriations, a labor agreement with the police union and other measures.
Pay Ordinance No. 2514 was presented by Mayor Britton and approved on a 5–0 roll call. The ordinance lists payroll of $69,695.44 and current and upcoming expenses of $3,168,842.97 for a combined total of $3,238,538.41.
Council suspended the rules and passed Ordinance No. 32-2024, establishing temporary appropriations for Jan. 1–Mar. 31, 2025; suspension and passage each carried on 5–0 votes. Council also amended Ordinance No. 33-2024 to add the tentative agreement with the Ohio Patrolmen's Benevolent Association as "Exhibit 1," then suspended rules and passed the ordinance as amended; Mayor Britton said he is "happy with the agreement." Ordinance No. 34-2024, a separate amendment to the codified ordinances to provide Village Health Savings Account contributions for employees in eligible high-deductible plans, was likewise suspended and passed by a 5–0 vote.
Council confirmed Keegan Vaught to the position of part-time patrol officer under Resolution No. 16-2024 and approved three purchase orders: $32,973.25 to the Lake County Engineer (Madison's local share of the Middle Ridge Road paving project), $3,370.90 to Kiesler Police Supply for simunition equipment and rounds, and a not-to-exceed $5,000 order to Chivers Construction Co. to remove excess effluent at the wastewater treatment plant. All were approved on roll calls that recorded five yeas.
The minutes record no recorded objections or substantive debate on these items. Several actions were taken under emergency suspensions of rules, as noted in the minutes. The council adjourned to executive session later in the meeting and reconvened before adjourning at 7:56 p.m.
