Madison council confirms Jason Chapman as acting village administrator in 3–2 vote

Jason Chapman was confirmed as Acting Village Administrator by the Village of Madison Council on Dec. 23 after a 3–2 roll call vote. Law Director Szeman said Mayor Britton had appointed Chapman and that council confirmation was required by Madison Village Code Section 131.04. The motion carried despite two dissenting votes from Mr. Lee and Mr. Vest.

The vote followed a brief announcement by Law Director Szeman that the appointment had been made by the mayor and required council action. The motion to confirm was made and seconded; roll call recorded three yeas and two nays, and the motion carried.

Outgoing Administrator Mr. Bailey told the council that the Dec. 23 meeting was his last and that his final working day is Dec. 31, 2024. Bailey said it "has been his distinct honor to serve" and thanked the mayor, council and staff for their support. Fiscal Officer Kristie M. Crockett and several council members publicly thanked Bailey for his years of service and for his role in local projects, including work on the Route 90 interchange.

The council did not record additional conditions or a timeline for a permanent administrator in the minutes. The confirmation of Chapman takes effect pursuant to the village code provision cited by the law director. Council proceeded to executive session later in the meeting to discuss employee compensation and reconvened before adjourning.
