Proposed cultural district: Hartsville presenter asks council to streamline public-art process

A community arts presenter told the Hartsville council the city should designate a cultural district and streamline the process for placing public art, saying the goal is to make it easier for artists to install works and to promote the city for tourism and community engagement.

The presenter said Susie was hired in May to increase capacity for arts programming and that the effort will focus on recruiting artists, expanding outreach to neighborhoods with lower arts access and partnering with local foundations. The presenter asked the council for support, saying, "What we're saying to you is we want to do this and we want your support."

Council members responded positively in the public session and clarified that the city's role would be facilitation rather than creating a new government function. The presenter described prior activity, including a local art show with about 11 participating artists and partnerships with a heritage foundation and other local groups to bring art into public spaces.

Speakers noted the initiative is intended to help tourism and to make Hartsville attractive to residents and businesses. The council asked about how a designated cultural district would be created and were told the city itself would designate such a district; presenters said they planned outreach and promotion once a framework is finalized. The matter will return for further discussion and implementation planning.
