Riverside approves $116,500 in NJDOT change orders to improve Second Street drainage; contract rises to $742,778

The Riverside Township Committee on Nov. 18 approved two change orders for the FY2023 NJDOT Municipal Aid Pavilion Avenue and Second Street improvements contract to address chronic drainage problems on Second Street.
Change Order #1, adopted as Resolution 2024-#112, adds two Type B drainage inlets with connections to the existing 30" drainage system near Fairview Street at a cost of $16,500. Pennoni Associates (the township engineer) recommended the work as a flood-mitigation measure.
Pennoni later recommended a larger Change Order #2 (Resolution 2024-#117) to remove and replace existing metal drainage trunkline pipes within the Second Street work zone between Fairview Street and Delaware Avenue and at the Delaware Avenue intersection, installing 30" HDPE and associated connections. Change Order #2 adds $100,000 to the contract, increasing the total contract amount with Black Rock Enterprises, LLC to $742,778.
Pennoni's project letters and the NJDOT change-order forms were included in the meeting packet and certified by the chief financial officer for available funds. The engineering firm's November 8 summary said investigations and video inspections revealed the need to replace the metal trunkline pipe within the work area as the township proceeded with significant improvements on Second Street.
In related work, the committee approved Change Order #1 for the FY2022 NJDOT Transit Village wayfinding contract (City Sign Service, Inc.) to add curb installation and topsoil at the Fairview and Whittaker sign location for $5,500, bringing that contract to $79,200.
Why it matters: the change orders fund measures the township and its engineer say are necessary to reduce recurring flooding on Second Street and to finish planned streetscape and wayfinding elements in the transit village area. The larger pipe-replacement change order represents an 18.6% increase to the original municipal-aid Pavilion/Second Street contract.
Funding and oversight: Pennoni provided formal change-order documentation and recommended the adjustments; the municipal clerk certified adoption of the resolutions and the CFO certified availability of funds for the amendments before the committee vote. The approved change orders obligate additional contract dollars and will be executed under the existing contract with Black Rock Enterprises and City Sign Service.
