Riverside awards $626,278 NJDOT municipal-aid contract for Pavilion Avenue and Second Street, sets $35,000 for extra design work

The Riverside Township Committee on Aug. 19 approved a $626,278 contract to Black Rock Enterprises LLC for the FY2023 NJDOT Municipal Aid Pavilion Avenue and Second Street improvements and authorized an additional $35,000 professional-services budget for extra survey and grading work.
Why it matters: The project will rebuild and repave sections of Pavilion Avenue and Second Street and includes curb, driveway and drainage work that township engineering consultants said required additional topographic work to avoid a patchwork of repairs.
The committee voted to award the work after Pennoni Associates’ bid review recommended Black Rock Enterprises as the low, responsible bidder for the base bid. The meeting packet showed the base-bid range with Black Rock at $626,278 and the next bidder at $627,215. The committee approved Resolution 2024-#95 to award the contract and Resolution 2024-#96 to establish a not-to-exceed $35,000 budget for Pennoni’s additional design services, including field survey and grading plans.
Administrator Meghan Jack noted the expanded scope: Pennoni told the township it had extended the design to include three additional blocks and full curb and driveway apron replacements where field conditions showed extensive curb deterioration. Pennoni’s memo, included in the meeting materials, said the additional design was needed "to provide better support for the roadway and drainage, and to also provide a more uniform appearance." The committee authorized the $35,000 budget on a subsequent resolution.
The committee also passed Ordinance 2024-#20 on second and final reading, appropriating $70,000 from the capital improvement fund for various roadway improvements in the township. The ordinance vote recorded four ayes (Deputy Mayor Giovanetti, Mr. Kirk, Mr. Marter and Mr. Peditto); Mayor Kimble was listed as absent.
Residents raised questions during public comment about when streets torn by utility work would be resurfaced. Administrator Jack said that PSE&G "will be responsible for resurfacing the streets that they are excavating. This probably will not happen until the Spring of 2025." The township’s action does not set an immediate construction start date; Pennoni’s recommendation and the contract award are contingent on available funds and administrative steps required before work begins.
What’s next: The resolution authorizing the contract requires the Chief Financial Officer’s certification of funds; the Pennoni memo and bid tabulation remain part of the public record. Construction scheduling, sequencing of add alternates and any required state approvals will be posted in future committee agendas.
