Earlham council to revisit dog-licensing penalties and storage-container rules at Dec. 9 meeting

Police Chief Matt Stringham urged raising penalties under Chapter 55 (Animal Protection and Control) to incentivize residents to license dogs and keep them from running loose; he said a first-time incident would receive a warning and that later enforcement should allow common-sense discretion in issuing tickets. Clerk Mary Sue Hibbs said she will prepare an ordinance for the Dec. 9 council meeting.
Clerk Hibbs also presented several example ordinances from other cities addressing storage containers on private property and asked whether council wished to regulate them. Mayor Lillie said he wanted to “get in front of this issue.” Council members discussed options including grandfathering existing containers or requiring removal; Hibbs said she would tweak one of the example ordinances and present it at the Dec. 9 meeting for further action.
No formal motions or votes were taken on either item at the Nov. 11 meeting; both are slated for further review at the Dec. 9 meeting.
