Earlham council approves ARPA allocation, FY25 budget amendment, street finance report and sewer credit

At its Nov. 11 meeting the Earlham City Council approved several finance and budget actions by unanimous vote. Clerk Mary Sue Hibbs explained that American Rescue Plan Act (ARPA) funds must be obligated by Dec. 31, 2024, and that a contract is required for any project using the funds. Hibbs said ARPA money already was spent on a street project and a new squad car and that council previously directed remaining funds could go toward a new fire truck, which is on order. Council approved Resolution No. 24-31 allocating ARPA funds (motion by Miller, second by Fredericksen).
The council also approved Resolution No. 24-32 approving the FY24 Street Finance Report (motion by Visser, second by Fredericksen) and Resolution No. 24-33 adopting Budget Amendment #1 for FY25 (motion by Fredericksen, second by Mudge). In addition, the council approved a sewer credit of $275.88 for 800 NW Spruce (motion by Fredericksen, second by Visser). All votes were recorded as unanimous.

Clerk Hibbs noted the Dec. 31 obligation deadline for ARPA funds; the council did not at this meeting alter previously discussed plans to apply remaining ARPA funds toward a fire truck purchase that is already on order.
