The coordinator said the county works with cities, shelter and rehousing providers, nonprofits and behavioral health and substance-use-disorder providers to support unhoused residents across the region. Speaking in their role as regional coordinator, the official said Clatsop County passes through state funding for programs that include the statewide shelter program, the Oregon Rehousing Initiative and long-term rental assistance. The coordinator named local shelter providers that receive statewide shelter program funds, including Clatsop Community Action, Helping Hands, The Harbor and Lifeboat Services.
The coordinator reported that "currently, 228 emergency shelter beds are available countywide" through funding from the statewide shelter program and the Behavioral Health Resource Network. The statement did not specify the date of that count or an inventory method.
The coordinator emphasized the regional nature of the work: while the county coordinates services, funding and partnerships, each city retains local authority over decisions about use of public rights of way, including camping within its community. The coordinator closed by saying Clatsop County and its partners continue to work toward long-term housing stability for residents countywide.
