Union City approves easements, subdivision and small property purchase; kayak/canoe launch planned

Union City Borough Council approved several land and administrative actions Aug. 13, including a retroactive easement at 104 East High Street, a subdivision combining parcels on West High Street, purchase of a parcel adjoining Municipal Lot #3, and an easement agreement with the American Legion to install a kayak/canoe launch along French Creek.
PennDOT is installing a catch basin at 104 East High Street; council approved a retroactive easement formalizing responsibilities between the borough and property owner Anthony Hickey. Under the agreement the property owner will dig and maintain a ditch and install a pipe connecting the PennDOT basin to a borough-installed catch basin; the borough will accept responsibility for two catch basins and roughly 60 feet of pipe. The solicitor will draft the easement paperwork.
Council also approved Erie County Planning's survey maps and signed a subdivision transferring a portion of 92 West High Street to 88 and 90 West High Street. Separately, council approved a retroactive motion to purchase a small parcel from 8 South Street for $500, pending completion of a survey and solicitor paperwork, to expand Municipal Lot #3.
Finally, council authorized an easement with the American Legion to permit installation and maintenance of a kayak/canoe launch at the ball field along French Creek; council members said the project will be installed with funds from the Pennsylvania Fish and Boat Commission and the Pennsylvania Environmental Council. Motions on these items carried unanimously.
