NJDEP accepts Woodstown stormwater plan, clearing path for future grants and municipal aid planning

The New Jersey Department of Environmental Protection accepted Woodstown's Stormwater Pollution Prevention Plan, Engineer Erik Biermann told the borough council on May 12, clearing an administrative hurdle that will allow the borough to apply for future stormwater and infrastructure grants.

Biermann said the acceptance permits grant eligibility and recommended that, for the 2027 New Jersey Municipal Aid grant program, the borough select a smaller-scope project. He told council the borough must decide by the end of the month and that he would prepare a recommended job scope and specification for the grant application.

Council also discussed operational constraints that could affect street work. Public Works Supervisor James Farro flagged Department of Transportation requirements for road construction and reconstruction; Biermann described the engineering role in those processes. Farro also raised a separate concern about service coordination with the Municipal Utilities Authority and a lapse in rank structure when requesting Public Works assistance.

Why it matters: Acceptance of the stormwater plan is a prerequisite for certain state grant programs. A timely, narrowly scoped Municipal Aid application could position Woodstown to receive state funds for road or drainage work; staffing levels, equipment age and interagency coordination will affect project feasibility and timing.

Next steps: Engineer Biermann will draft a recommended project scope for the 2027 Municipal Aid application; council will consider it at an upcoming meeting and decide whether to apply.
