Woodstown Council approves consent agenda, emergency budget resolution and county committee appointment

Woodstown Borough Council voted April 14 to approve a multi-item consent agenda, pass an emergency temporary budget resolution and appoint an alternate to a county advisory committee.
A motion to approve the consent agenda was made by Councilmember Jesse Stemberger and seconded by Councilmember Bertha Hyman; the roll-call motion carried with several abstentions: Councilman James Hackett abstained from item 7 (Public Works closed session item), Heather Bobbitt abstained from items 3, 4 and 7, and Council President Glenn Merkle abstained from item 1. The consent agenda included approval of prior meeting minutes, Resolution 2026-49 (Procurement Card Policies and Procedures), acceptance of the tax collector’s report, approval of Police Chief DeFalco’s 2026–2029 contract, authorization for Reliance Fire Company coin drops, a proposal from Sickels & Associates for Borton Drive Phase II roadway improvements and a Watson’s Park use request for a private birthday party.
Separately, a motion by Heather Bobbitt, seconded by James Hackett, to pay the borough’s bills was approved by unanimous roll call.
Council also approved Resolution 2026-50, an emergency temporary budget under N.J.S.A. 40A:4-20, on a motion by Bobbitt and seconded by Hackett; that motion passed by unanimous roll call.
Councilman James Hackett announced that Woodstown has been awarded a Local Recreation Improvement Grant for fiscal year 2026 in the amount of $64,700.
The council later approved Resolution 2026-51 appointing Council President Glenn Merkle as an alternate representative to the Salem County Waste Advisory Committee. The motion to appoint Merkle was made by James Hackett and seconded by Jesse Stemberger and carried on a unanimous roll-call vote.
The meeting adjourned at 8:36 p.m.
