Rockleigh council approves shared-services fiber deal, mutual aid, budget transfers and claims list

The Mayor and Council of the Borough of Rockleigh on Feb. 2 approved a packet of routine measures, including a shared-services agreement with Bergen County to provide secure, high-speed fiber-optic internet services, consent to a proposed Northeast Water Quality Management Plan amendment, a mutual-aid agreement with the Sparkill-Palisades Fire District, budget transfers, and a bills list totaling $455,740.18.
Mayor James Pontone opened the meeting and read the public-notice statement required under the New Jersey Open Public Meetings Act. The council voted unanimously present to approve Resolution 2026-18, authorizing the Borough to execute a three-year shared-services agreement with Bergen County for fiber internet services with a one-year renewal option. Councilman Mender moved the motion and Councilwoman Altman seconded; the roll call vote recorded AYES from Mender, Bresnak and Altman; NAYS — none; ABSENT — Cumiskey, Hansen, Antine.
The council then approved Resolution 2026-19, consenting to the Upper Grande Rockleigh WQM plan amendment prepared by Stonefield Engineering & Design and publicly noticed Jan. 20, 2026. The consent will be submitted to the New Jersey Department of Environmental Protection under the WQMP procedure cited in the resolution.
Also approved was Resolution 2026-20, authorizing a mutual aid and assistance agreement between the Rockleigh Fire Department and the Sparkill-Palisades Fire District to provide reciprocal firefighting and emergency assistance. Mayor Pontone noted the long-standing relationship between the fire organizations.
In finance business, the council approved Resolution 2026-21 transferring $7,505.75 from a Fire OE appropriation into Garbage/Trash OE ($1,500), Planning Board OE ($4,005.75) and Engineering OE ($2,000) at the recommendation of CFO Kunjesh Trivedi, who said the Fire OE item was used to fund those lines. The council also approved Resolution 2026-22, ratifying payment of claims and vouchers totaling $455,740.18 across multiple funds; the bills list had been reviewed by department heads and the CFO.
All measures listed above passed by roll-call votes with the same recorded AYES: Councilman Mender, Councilwoman Bresnak and Councilwoman Altman. Several councilmembers and the borough attorney were recorded absent.
