Council approves site plan for self-service laundromat at 7940 Olive Boulevard

The University City Council approved site plan SPR-25-04 for a self-service laundromat at 7940 Olive Boulevard.
Staff said the lot is irregularly shaped but the plan is consistent with the comprehensive plan; the project will reduce two curb cuts to one and add native landscaping. Architect Al Lavine, representing the project, told the council, "We are neither in the floodway ... and we're not in the flood plane," and said a portion of the parking lot lies in the floodplain but the building itself is sited outside regulated flood zones and will comply with FEMA and St. Louis County mapping requirements.
Council members discussed pedestrian safety on Olive Boulevard and the possibility of pursuing a gated crossing with MODOT. City staff (Mr. Mulligan) reminded the council that Chapter 605 of the municipal code restricts laundromat hours — establishments must close between midnight and 7 a.m. unless the operator petitions council for 24-hour service and demonstrates the extended hours will not create noise, litter or nuisance issues; the council or city manager may authorize extended hours in later years if no problems arise.
The council voted to approve the site plan by voice vote after brief discussion. The applicant (architect Al Lavine and owner Sean Jones) were present to answer questions.
