Rockleigh adopts ordinance establishing restricted areas in borough municipal offices

On March 2, 2026, the Rockleigh Mayor and Council voted to adopt Ordinance 2026-1, which designates specific areas of borough municipal offices as restricted to authorized personnel and requires visible signage reading "Restricted Area - Authorized Personnel Only." The restricted areas named in the ordinance include the entire second floor (including a file room), the first floor beyond the main counter (including the upper first-floor file room), the basement, the Borough Administrator's office, the Mayor's office, and the fire department truck bays.
The ordinance authorizes enforcement for unauthorized entry under N.J.S.A. 2C:18-3 (trespass) and assigns enforcement responsibility to the Borough Police Department and other authorized personnel. During the meeting a councilmember asked whether the penalty clause could be amended to specify a dollar amount; Borough Attorney Robert T. Regan advised that the ordinance could not be amended at the adoption hearing but could be amended and reintroduced at a later date.
The public hearing had no attendees and the council adopted the ordinance by roll-call vote. The ordinance takes effect upon final passage and publication in accordance with law; the clerk will file and publish the ordinance and the borough will post required signage at restricted-area entrances.
