Rockleigh council authorizes $3,188.38 tax-refund and approves small budget transfer

The Borough of Rockleigh on Jan. 5 authorized a $3,188.38 refund to a Paris Avenue property owner after the Tax Court of New Jersey lowered the 2024 assessment on Block 102, Lot 12 from $1,457,300 to $1,075,000, council records show.
Councilman Mender moved to approve Resolution 2025-74, which directs the Chief Financial Officer to issue the refund check to property owner Douglas McDonnell; Councilwoman Rosanne Antine seconded the motion. The roll call vote recorded AYES from Mender, Councilwoman Bresnak and Antine; no members present voted no. The resolution follows the Tax Court judgment and implements the refund amount of $3,188.38.
The council also approved Resolution 2025-75, authorizing transfer of appropriation reserves on the recommendation of the Chief Financial Officer. The transfers move $4,000 from an Administration operating expense line to Administration salaries/wages and $3,000 from Workers’ Compensation to Liability Insurance (total transfers $7,000). Councilwoman Bresnak moved the resolution and Antine seconded; the same three members present voted in favor and the motion passed.
Marcella Giampiccolo, the Borough Clerk, certified the resolutions for processing and the Chief Financial Officer was directed to implement the refund and transfers. The meeting record notes the votes and that three councilmembers were absent for the session.
