Middleville council approves up to $176,515 for new leaf-collection system amid deferred-maintenance concerns

MIDDLEVILLE — The Village Council on Aug. 12 approved purchasing a new leaf-collection system for the Department of Public Works through the MiDeal program, with a not-to-exceed figure of $176,515.14.
Village staff described the purchase as responding to deferred maintenance and an aging fleet. The manager told council that the previously quoted price had risen with supply-chain and market pressures and that the vendor offered to split the difference, reducing an earlier higher quote to the approved figure. "They did offer to split the difference with us...so now it’d be 176, as you see in your packet," the manager said.
Council members discussed the urgency of the purchase and the trade-offs of accelerating capital replacements. Staff said the vendor guaranteed the quoted price if the council approved the purchase now. "If we approve it now, will they guarantee the price?" a councilmember asked. The manager replied: "Yes...we'll have to put some down and get it going and maybe even the entire...but yes, it's guaranteed that price."
Why it matters: The village provides routine leaf and brush pickup that officials say reduces storm-drain blockages and potentially higher downstream repair costs. Staff warned that the current leaf vac could fail during the coming season, which would force contracting out services at additional cost.
Funding and next steps: Council approved the purchase via motion and roll call. Staff said funds will be managed through capital-improvement planning and that the village is reviewing options for swapping or adjusting other capital items to balance the budget. Delivery and build-out will take approximately six months after ordering.
The manager and council said staff will return with further capital-improvement planning updates as the 2026 budget process continues.
