A speaker said they had spoken with the board's attorney, Mark Nettleton, and that counsel indicated the board could amend the quorum rule but that any change would also require village council approval. Members discussed scheduling preferences and logistical concerns for those who commute to meetings.
After discussion, the board reached informal consensus to prepare a less-prescriptive bylaw amendment (proposing quarterly meetings at 5:30 p.m. and a change to a simple majority quorum) and requested staff draft revised language for formal consideration at the October meeting. No formal bylaw amendment was voted on or adopted at the July meeting.
Next steps: staff will draft amended bylaw language reflecting the board's consensus and place the item on the October agenda for formal action and, if adopted by the LDFA, subsequent review by the village council.
