Engineer and public works report progress on water, Freeland Jackson opening and solar grant

The city engineer and the Department of Public Works gave council updates on ongoing infrastructure projects and operations.
The engineering report said the Kennedy Heights contractor agreement is pending signature; legal descriptions requested by the Our Lady of the Lake board were delivered and are under review; and Freeland Jackson’s opening was pushed to early July because permanent power is expected in mid-May. The engineer also said the master plan consultant delivered its existing-conditions and needs-assessment report and that staff is preparing a prioritized item list.
Staff reported progress on seeking funding for water treatment work and said the city is pursuing low-interest loans if competitive grants are not awarded. The engineer noted a nationally competitive grant application likely will not be awarded and that staff are pursuing alternative funding. Separately, the engineer said an environmental review for a $1 million solar grant had been completed and an approval email was expected soon.
Public Works reported routine repairs and maintenance across sewer, parks, drainage and water systems, including repaired leaks, lift-station checks, meter installations, and a positive rating from the state Safe Drinking Water Program. The DPW director said the city received an "A" grade for its water system and thanked staff and consultants for the work.
Council members asked follow-up questions and the engineer and DPW director agreed to provide scheduling details and documentation for contract kickoffs and grant approvals.
