University City approves $133,566.26 Meyer Contracting award for Edzel Avenue after CDBG reallocation

University City councilors on Nov. 10 approved a $133,566.26 contract with Meyer Contracting to repair and repave Edzel Avenue after staff reallocated FY24 Community Development Block Grant (CDBG) funds to an eligible street.
Public Works Director Marilla Kelly told the council the originally proposed street was ineligible because it lay within a flood plain, so staff reviewed CDBG eligibility maps and prioritized streets with low PASER ratings and resident complaints. "We identified Edzel Avenue from Pennsylvania to Ferguson" as the best candidate, Kelly said, and St. Louis County approved the change.
The item was introduced by Mr. Rose, who asked the council to "consider the award of a contract to Meyer Contracting for $133,566.26" to be used for street maintenance on Edzel Avenue. Council member Smotherson moved to approve the award; Council member Clay seconded the motion. The council adopted the motion by voice vote.
Council members asked staff how the public hearing and notice requirements for CDBG reallocations were handled. Council member Smotherson read the city's online description of CDBGs, quoting, "These funds are provided annually to support housing programs and community development projects in low to moderate income areas of University City," and asked when the public hearing on the FY24 reallocation had been held. Kelly said staff posted notices in three locations—the library, Heman Park Community Center and city hall—and that St. Louis County requires those postings and schedules; she added the city receives the county's notice typically in the first quarter and schedules hearings within the county's timeframe.
The contract award follows the council's earlier decision to amend the agenda so item K2 could be considered under the city manager section. The council also approved the consent agenda and a separate budget amendment later in the meeting.
Next steps: staff will proceed with contract administration and any required state or county reporting tied to CDBG-funded projects.
