Stone Edge HOA tells Bedminster committee direct‑payment agreement is unfair

Rhoden said three main problems prompted the HOA’s objections: the agreement uses 2023 reimbursement rates in 2025, the township appears to be reimbursing only one of nine separate JCP&L line items that appear on neighborhood bills (creating a roughly $0.10 per kilowatt‑hour difference), and the proposal would bind signatories to a 10‑year contract with no annual escalation or reset mechanism. "Why is there no, let's say, one day every year that the rate is reset…that is our ask of this committee for this agreement," she said.
Committee members advised that negotiation of Kelly‑bill related agreements is not handled during public comment and suggested interested parties contact Robin (staff) or an association attorney to follow up; the committee said 11 associations had signed the agreement so far. Members thanked Rhoden for raising the concerns for the drafting team to consider.
No formal action on the agreement was taken at the meeting; staff were directed to accept the comment and the committee pointed to the appropriate channels for further negotiation.
