The Montrose City Council voted unanimously on Dec. 23, 2024, to hire Barbara Valentine as city manager following a closed session called under MCL Section 15.268(a). The council entered closed session at 7:21 p.m. and returned at 8:03 p.m.
Robert Arnold moved, and Mayor Pro-Tem Mark Richard seconded, a motion to hire Barbara Valentine as city manager and to waive any waiting period for fringe benefits; the motion passed on a roll call vote with all members voting aye.
The closed session was taken at the request of the city attorney, Ben Stoltman, who cited the Michigan statute authorizing closed deliberations for certain personnel matters. No additional employment terms beyond the waived waiting period for fringe benefits were recorded in the meeting minutes. The council did not record dissent on the appointment.
