Montrose council approves budget amendment, contracts, grants staffing and planning items in consent actions

The Montrose City Council used its Sept. 24 meeting to approve multiple routine administrative and planning items.
Financial and administrative approvals included a motion to pay the city’s bills, approval of Budget Amendment #1, and a motion to pay out unused PTO to the outgoing city manager per past practice. The council approved an interlocal Memorandum of Understanding with the City of Clio to share equipment, using MDOT Equipment Rental Rates Schedule C for invoicing and requiring insurance and training.
Council approved a previously awarded bid by adopting a contract with Better 2 Enterprises. The council authorized VC3 to upgrade office computers (including the E‑Poll Book laptop used in elections), with about $10,000 earmarked in the 2024–25 fiscal year for the purchases.
Planning and appointments included a resolution of concurrence to adopt the City of Montrose Master Plan as recommended by the Planning Commission, and the appointment of Geneva Lamb to the Zoning Board of Appeals. The council also approved a resolution authorizing submission of a preservation/reconstruction project application for the fiscal 2026–2029 Transportation Improvement Program (TIP).
Other actions: the council approved a special-event permit for the Candlewalk on Dec. 7 at Lion’s Park (contingent on event insurance), confirmed Halloween trick-or-treat hours of 6:00 p.m. to 8:00 p.m., and approved leasing downtown Christmas decorations with the same vendor as last year. The council also appointed Neil Rankin as a part-time Transportation Planner/Grant Coordinator to close out several MSHDA and CDBG grants through the end of their respective grant terms.
