Plan Commission approves preliminary plat for Family Express, records PUD reversion to B-3

Maria Galka, president of the Hobart Plan Commission, presided over a May 13 meeting in which the commission granted preliminary plat approval for a proposed Family Express development on an 11.1-acre site at the northwest corner of US 30 and Grand Blvd.
The proposal, presented by Patrick Lyp of Family Express and James Hus of DVG Team, would convert the Three Creeks Subdivision into a two-lot subdivision, vacate West Creek Drive and retain two existing access points onto US 30. "The proposed Family Express will occupy lot 1 and offer a convenience store, gasoline canopies, car wash, pet wash, a full food service and given the space available 3 to 4 diesel fueling stations and a small amount of semi-truck parking," Hus said. He also said a very large stormwater detention pond west of lot 1 would serve both lot 1 and lot 2, and a smaller pond would detain stormwater for a future lot farther to the west.
Commissioner Alex Metz noted wetlands on the property and said those environmental constraints "will be addressed at a later date" as design and permitting proceed. The commission recorded that the site's planned-unit development (PUD) zoning had expired and moved to revert the property to its original B-3 zoning. Commissioner Dave Vinzant moved that the PUD zoning has expired and the zoning will revert to B-3; the motion passed unanimously (8-0).
Following discussion, Commissioner Mark Kara moved to grant preliminary plat approval for Petition PC 26-05; Lloyd Emig seconded and the motion passed unanimously (8-0). The commission did not receive public comment during the hearing.
Next steps: the petitioner indicated revisions will return on a later agenda to add detention ponds and stormwater easements and to address wetland constraints before final plat and permitting.
