Commission approves Brownfield/TIF plan to aid P Rock Cruises; public hearing set

The Munising City Commission voted to adopt a Brownfield plan intended to help finance the redevelopment of a parcel associated with "P Rock Cruises." The resolution authorizes a structure in which the DDA’s existing tax-increment financing (TIF) capture would forgo a portion of its increase to the Brownfield Redevelopment Authority so that the authority can repay developers over a multi-year schedule.
John (representing P Rock Cruises) and Dale, chair of the DDA, briefed the commission on the plan and the interlocal approvals already obtained. Staff explained the mechanism as a TIF nested inside the DDA’s existing TIF: the DDA would voluntarily forfeit the incremental tax revenue on the parcel and the Brownfield authority would use those proceeds to repay developer-eligible remediation and redevelopment costs over a stated term.
During discussion commissioners and members of the public pressed for clarity about transparency and taxable-value assumptions used in repayment calculations. Staff and a consultant (Jeff Hawkins, Fishbeck, referenced in meeting remarks) said the taxable value was updated after assessor review; because previously omitted items were added the projected taxable value rose (staff cited roughly $1.28 million proposed taxable value from a current base near $340,000), which shortened the developer repayment window in staff’s model from the longer original capture period down to 14 years.
Commissioner dartan moved to approve the resolution; Commissioner Wilson seconded the motion. The commission approved the resolution by roll-call vote. City staff said the public hearing on the Brownfield plan will occur on the 17th at 4 p.m. for additional public input.
Why it matters: The financing structure redirects incremental property tax growth that otherwise would flow to the DDA, committing that capture to developer reimbursements for a set term; commissioners and residents asked for clearer public-facing explanation of which bodies review the numbers and where to find meeting records and exhibits.
Next steps: The Brownfield plan will be the subject of a public hearing on the 17th at 4 p.m.; the county Brownfield authority and DDA previously reviewed the plan and staff said county concurrence was pending at the time of the vote.
