Scott explained staff will bid crack-seal work by street segments rather than by linear feet so the city can prioritize the worst blocks after bids are returned. He said crack sealing is a comparatively inexpensive way to extend pavement life and that per-mile costs are in the low thousands; staff will select an appropriate block set based on bid prices.
Commissioners discussed candidate streets, soil and drainage conditions that affect longevity, and the trade-offs of sealing problem segments versus full reconstruction. A motion to approve the $5,500 budgeted item related to the crack-seal proposal was made and carried. Staff said the work requires only limited engineering inspection and will be bid to allow the commission to select segments that deliver the best value.
The contract approach and selection of specific streets will be finalized after bids are received and priced, at which point the commission will decide how many segments to fund within the overall budget.
