Commission approves tennis-court resurfacing bid, pay request and change order on ballfield, and street engineering work

Tennis courts: Staff reported that the Lind Street resurfacing solicitation produced one responsive bid. The commission accepted the bid and placed it on file, then moved to award the project to Tennis Courts Unlimited Inc. The city budgeted $25,000 in the Capital Improvements plan for the work and the local tennis association offered about $6,000 toward the project.
Ballfield project: The commission approved a payment request from Midwest Construction after engineers recommended payment. Staff then presented change order number two: an earlier contract modification removed approximately $373,000 from the project baseline, and contractors uncovered an unexpectedly large in-place septic tank and extensive peat in parts of the parking/field area that required substantial undercutting and replacement with engineered fill (staff described nearly 12,000 cubic yards of material). Staff said the additional work should not affect field use in the short term. The commission approved the change order.
USDA draw and street work: The commission approved a USDA loan draw resolution for the Varnum Street water project (bore wellhouse portion) and authorized Coleman Engineering to provide preliminary and on-site engineering (proposal of $17,500) to scope three street projects for 2025 (Grand Street, Superior Street, and Cemetery Hill). Staff said the city will coordinate Cemetery Hill work with county efforts to address drainage issues.
Why it matters: The actions move several capital projects forward, allocate budgeted funds, and respond to unforeseen construction conditions that increase project scope and cost.
Next steps: Staff will process contract payments and change-order paperwork, file the USDA draw, and begin design/scoping work with Coleman Engineering for next year’s street projects.
