Commission approves employee health insurance renewal, stormwater grant amendment and generator-design amendment

Employee health insurance renewal: City administration recommended renewing the Traditional Choice Plus and HSA Choice Plus plans with UnitedHealthcare and increasing the city's HRA/HSA contribution by $100 effective Oct. 1, 2024. The city's broker had originally quoted a 6.3% increase, which was negotiated down to 1.4% after changes to vision coverage. A commissioner announced a voting conflict because of legal work for Humana; the motion to authorize renewal was moved by Commissioner (speaker 8), seconded, and the commission approved the renewal 4-0 with one declared conflict.
FDEP stormwater amendment (Resolution 2024-263): Staff reported that an additional $300,000 in construction funds was designated by the governor, bringing total project funding to $490,000 for the Northeast 21st Avenue stormwater improvement project. The resolution to execute amendment number 1 to the agreement with the Florida Department of Environmental Protection and to authorize an expenditure of $605,000 from the stormwater fund was adopted unanimously, 5-0.
CPZ Architects — generator electrical modifications (Resolution 2024-2624): The commission considered a second amendment to CPZ Architects' agreement for Phase 2 electrical design services to accommodate a generator connection to City Hall. The amendment would add $15,125 to provide design/engineering for a manual transfer switch, exterior disconnect and related site work. Commissioners debated whether to proceed now given uncertainties about the building department relocation and the generator's long-term siting. The resolution passed on a 4-1 vote.
