Emergency manager outlines RAVE migration, grant awards and LEPC changes

Emergency Manager LaRae Dobbs briefed the Big Horn County Commission on Jan. 6 about several emergency-management items and grant awards. Dobbs said the state is considering a move to the RAVE mass-notification system and that participating counties could see cost savings; local migration would be free if the state purchases the platform but could require about $4,000 for migration, setup and training if the county must pay. Dobbs noted Motorola integration with RAVE as a benefit for county emergency equipment.
Dobbs reported two grant developments: a State Homeland Security Program (SHSP) award was approved for a transfer switch at the Fairgrounds, and a separate grant to upgrade the jail generator was approved but for $8,473 less than the project’s expected costs; Dobbs said the original request included a CODERED subscription that affected the budget. She said Environmental & Historic Preservation review paperwork will begin in advance of disbursing funds and warned that the 12-month grant cycle could compress timelines if award notices are delayed.
Dobbs also discussed LEPC (Local Emergency Planning Committee) board adjustments following the resignation of K. Blackburn and proposed recognizing Sheriff Blackburn’s service at the Jan. 22 LEPC meeting. The commission requested follow-up on cost, benefits and concerns raised by a separate county program presentation.
