Big Horn County accepts clean audit, approves WY 250 reallocations and closes fairgrounds to equine activities over EHV‑1 concern

The Big Horn County Commission on Dec. 2 accepted the county’s 2024 audit, approved routine bills and payroll, authorized several county project funding reallocations tied to the WY 250 program, and took a health‑precaution action to suspend equine activities at the county fairgrounds.
County Auditor James Reilly presented the 2024 audit and reported no significant concerns or corrective actions; the only recommendation in the report was a suggested change to the check signatory process for the library component unit. The commission then approved accounts payable and payroll as presented. The minutes list vendor disbursements, including a $39,597.36 payment to the Wyoming Office of State and notable payments to Pryor Mountain Engineering ($12,467.70), Midway Clinic ($12,301.05) and US Foods, Inc. ($8,810.47).
During Old and New Business, the commission approved the Nov. 18 meeting minutes and a letter of support for the Town of Lovell’s WY 250 proposal. The commission also approved the county’s WY 250 request to reallocate funding for county projects, a boundary adjustment for the South Big Horn Water District, and the North Landfill permit application to the Wyoming Department of Environmental Quality. Commissioner Dave Neves moved each of those motions; minutes record each motion as seconded and carried but do not include roll‑call tallies.
The commission also approved a modification to the Midway Golf Club’s operational season. Separately, after discussion about the spread of the equine herpesvirus EHV‑1 into Wyoming, the commission by consensus agreed to close the fairgrounds to all equine activities until the State Veterinarian determines the threat has subsided. That closure was recorded as a consensus administrative action rather than a formal motion with a recorded vote.
Clerk Lori Smallwood presented financial statements for November 2025, committee minutes, and bond information (including a $10,000 bond for Big Horn County Fire District No. 5). The meeting minutes were certified and posted on the county website.
