Forbes, who stepped forward during new business to present the plan, said the authority intends to use the grass area behind a downtown restaurant for the stage and sound and that the festival will follow the format from last year with the addition of a national festival kickoff. "We added, a national festival kickoff in summer," Forbes said. Members discussed logistics including picnic tables, security and parking approvals before the public works board.
