New Lothrop Board reviews audit, approves $1.02 million in bills and advances Neola policy first readings

The New Lothrop Board of Education on Nov. 18 accepted a 2023-24 audit showing the district held a 22.83% fund balance as of June 30, 2024, approved payment of $1,016,320.55 in bills and advanced first readings of the Fall 2024 Neola policy updates.
Joel Korson, senior auditor with Maner Costerisan, presented the audit and said the district is "in good financial standing," noting the 22.83% fund balance. He thanked district staff member Sheila Mulcahy for her preparation and assistance during the audit process. The board did not take further action on the audit beyond receiving the report.
During the board's action on finances, Treasurer/board member Jim Eustace presented bills totaling $950,007.86 from the General Fund and $66,312.69 from School Service for a combined total of $1,016,320.55. Adam Green moved and Joe Henige seconded a motion to approve payment; the motion carried, 6-0. The monthly financial report showed a beginning balance of $1,512,031.32, receipts of $957,954.21 and expenditures of $1,016,320.55, leaving an ending balance of $1,453,664.98; Wendy Vincke moved to accept the report and Tim Birchmeier seconded, and the motion carried 6-0.
The board approved by motion the first reading of multiple Neola Fall 2024 policy updates listed on the agenda (policy numbers 3120.08, 5330.02, 5340, 5500, 7440.03, 7540.09, 8321, 1130, 3110, 4110, 6110, 6111, 6112, 6114, 6325, 6550, 7310, 7450). The motion to approve the first reading was made by Jim Eustace, supported by Wendy Vincke, and carried 6-0; the board will consider subsequent readings as required by policy and statute.
On facilities, district official Wayne Wright said the state building review for the FFA barn construction is complete and that Gross Construction can proceed to pursue permits; Wright said site work for the barn and a parking lot is expected to begin within about three weeks. Wright also reported placement of a new flag pole and confirmed the memorial bench donated in memory of Greg Bullard has been placed by the football field.
The board entered a closed session later in the meeting to discuss pending litigation (Case #AAA01-24-0006-1692) and attorney-client privileged correspondence under the Open Meetings Act and the Freedom of Information Act. The meeting adjourned at 7:38 p.m.; the board's next regular meeting is scheduled for Dec. 16, 2024.
