Board approves routine appointments, contracts, newspapers and a $502,038 adult education grant

At its July 1, 2025 meeting the Salem County vocational and special services districts’ boards approved a package of routine administrative, financial and program items for the 2025–26 year.
The board approved committee assignments, first-reading policy language for vocational and special services districts, and designated the South Jersey Times and Elmer Times as the official newspapers for 2025–2026. It authorized the business administrators to use any and all state contracts for district purchases and approved a motion to grant warrants between board meetings.
The board also approved the use of Indeed.com and NJSchoolJobs.com as official job-posting sites for the 2025–2026 school year, adopted the district Chemical Hygiene Plan for 2025–2026, accepted bid results for waste removal, and approved a surety bond payment with Conner, Strong & Buckelew. The board approved the appointment slate for SCVTS and SCSSSD (insurance broker, business administrator, qualified purchasing agent, architect, regulatory services, financial software license, board solicitor, school physician and board secretary) and designated Fulton Bank of New Jersey as the depository for SCSSSD funds.
Program and grant approvals included acceptance of the FY26 Consolidated Adult Basic Skills, WIOA Title II Adult Education and Family Literacy Grant program in an amount up to $502,038; the board also approved partner contracts for the grant and the adult vocational program schedule and tuition for 2025–2026. The board accepted a donation of supplies for the welding program from PSE&G and approved a shared services agreement with Cape May Special Services School District and transportation contracts.
All motions recorded in the transcript passed by roll-call votes, with those votes logged as yeas from Daryl Halter, Earl Ransome, Linwood Donelson and Patty Bomba in each instance where the vote was recorded. Several items were approved as grouped motions covering multiple agenda subitems.
