Salem County special‑services board approves preliminary 2025–26 budgets, contracts and program calendar

The Salem County Special Services and Vocational Technical School District Board of Education voted unanimously Feb. 25 to approve preliminary 2025–26 budgets, multiple contracts and program calendars, along with several personnel and program motions.
The board approved the district’s 2025–26 preliminary base budget for Salem County Special Services School District totaling $11,202,734 and a separate preliminary base budget of $4,057,326 for the New Jersey Regional Day School at Mannington. Business Administrator and Board Secretary Frank H. Maurer III presented enterprise fund line items, including proposed expenditures for 1‑1 aides ($4,388,733), Early Intervention ($1,770,803), Child Study Team ($1,125,386) and Related Services ($2,488,335). The board’s approvals were recorded as preliminary and subject to revision and final approval by the County Office or the New Jersey Department of Education.
The board also approved the Board Secretary’s reports and cash reconciliations and accepted warrants and payrolls presented for SCVTS (including a January 2025 bill list of $1,110,261.21) and SCSSSD (January bill list $462,324.44).
On program matters, the board approved a revised 2024–25 school calendar to add a make‑up snow day and adopted the proposed 2025–26 calendars and holiday schedules for SCVTS and SCSSSD. The Nita M. Lowey 21st Century Community Learning Centers (21st CCLC) summer program was approved to run July 7–31, 2025, with in‑person programming at the Career and Technical High School for up to five hours per day, four days per week.
Contracts and agreements approved included a proposed Request for Proposal (RFP) to procure a third‑party evaluator for the 21st CCLC grant, acceptance of a donation of $2,000 from the Missouri Welding Institute for welding supplies (a gift tied to student Chase Perry’s competition result), a school portrait agreement with Memory Keeper Photography and an agreement with The Funplex for a May 29 freshman trip (total cost $2,814 charged to the freshmen class activity account). The board also authorized payment for Career Counseling/Intake and Outreach Services from Revive South Jersey through June 30 with monthly invoicing not to exceed $30,000 total.
A motion to request a waiver from the Special Education Medicaid Initiative (SEMI) for 2025–26 was presented after district documentation showed 22 SEMI‑eligible special education students (October 15, 2024 count) and budgeted SEMI revenue of $8,537.76; the board approved initiating the waiver request in accordance with N.J.A.C. requirements.
