The Salem City Common Council on Aug. 19 adopted Ordinance 24-20, adding a new "Illicit Connections" article to Chapter 130 (stormwater management) of the municipal code. The council opened a public hearing, heard questions from a resident about whether pipes would drain to the same place, and after staff confirmed separate connections, adopted the ordinance by roll-call vote.
Councilmembers also introduced several related ordinances for first reading and set next hearings and referral procedures. Introduced measures included Ord. 24-21 (updated flood hazard maps and designation of a floodplain administrator), Ord. 24-22 (revised stormwater control ordinance aligned with the State model), Ord. 24-23 (litter control), Ord. 24-24 (private storm drain inlet retrofitting), and Ord. 24-25 (pet waste rules). The council tabled Ord. 24-26 (superintendent of public works) for later consideration.
The body voted to refer the floodplain ordinance and multiple stormwater ordinance amendments to the City of Salem Planning Board for review and recommendation (Res. 2024-223, 2024-226 and 2024-227). The referrals were presented as compliance steps tied to updated New Jersey Department of Environmental Protection model ordinances and requirements for MS4/Tier A municipalities.
Officials said the ordinance updates reflect state guidance on stormwater management and flood hazard mapping; planning-board review will consider technical land-use and mapping implications before the council schedules final adoption hearings.
