Mayor Albert J. Kerus read the proclamation noting Kosker was hired Jan. 1, 1998, rose through the patrol and traffic units, and was promoted to sergeant in August 2009, captain in August 2013 and chief on June 2, 2018. The mayor said Kosker demonstrated “professionalism, integrity and unwavering commitment to the safety of Saddle River residents.” Council members applauded and presented a plaque that will hang in Kosker's retirement office.
Chief Kosker addressed the council and public, saying serving as a police officer has been “a privilege” and expressing appreciation for the opportunity to serve the town. The council publicized the department's active membership in regional police associations during the ceremony.
The presentation was followed by brief municipal announcements and reports on ongoing public-works projects. No formal decisions or votes were taken as part of the retirement proclamation.
The borough recorded the ceremonial resolution on the public record and the meeting continued into other agenda items.
