Niles council approves ARPA match for public outdoor space, adopts ambulance articles and authorizes equipment purchases

The Niles City Council on July 8 approved several routine and project-specific items, including up to $305,642 in American Rescue Plan Act funds to match DDA/Main Street RAP money for construction of a public outdoor space, adopted amended articles for the regional ambulance service, and authorized purchases for the Fire Department.
Councilmember John DiCostanzo moved and Councilmember Gretchen Bertschy seconded approval to use up to $305,642 in ARPA funds to match DDA/Main Street RAP funds for the construction of a public outdoor space; the motion passed 7–1 on a roll call vote with Councilmember Michael Thompson casting the lone no vote. The council did not specify a construction timeline during the meeting.
On a separate resolution the council voted to adopt the Amended and Restated Articles of Incorporation of Southwestern Michigan Community Ambulance Service; the measure was recorded as RESOLUTION 2024-07/2211 and was adopted unanimously. The resolution updates the ambulance service’s articles of incorporation; specific textual changes were not read into the record at the meeting.
The council also authorized a renewal of an agreement with the Spicer Group for National Pollutant Discharge Elimination System (NPDES) services at an annual cost of $10,241.36, to be charged to the Department of Public Works Streets and Miscellaneous budget. That item passed on a unanimous roll call.
For the Fire Department the council approved two equipment purchases: one LUCAS chest compression system and accessories from Stryker Sales for $19,896.78, funded entirely by donations from two local foundations so no city funds were required; and one Ford F-150 Police Responder Crew Cab pickup from Gorno Ford for $52,085.00 to be charged to the Fire Department capital expense. Councilmember Timothy Rogers moved the LUCAS purchase and Councilmember Amanda Dunnem seconded; the motion passed unanimously. Councilmember Gretchen Bertschy moved the F-150 purchase and Councilmember Georgia Boggs seconded; that motion also passed unanimously.
Earlier in the meeting the council approved the consent agenda, including minutes from June 24 and a bills list dated July 2, by unanimous roll call.
