Council recognizes Norway Diamonds as charitable group and renews field-management agreement

The Norway City Council voted to recognize the Norway Diamonds as a charitable organization and approved a one-year renewal of the Diamonds’ service and field-management agreement, effective Aug. 5.

Council members said the resolution will allow the Diamonds to apply to the state for a charitable gaming/raffle license. Staff told the council the presented renewal formalizes several items Council had requested, including electric metering at the concession stand with the Diamonds paying their share, clearer provisions on water use and field maintenance, specific language about advertising on fencing, and a requirement that the Diamonds provide year-end financial reporting to the city.

The renewal covers three baseball/softball fields currently operated by the Diamonds; staff noted the top two Little League fields and the main high-school field are included now and that the city and Diamonds will continue discussing whether a fourth field will be transferred in the future. City attorney Anton Adams participated in drafting the agreement language, and staff praised the improved communication and responsiveness between the Diamonds and city departments.

Councilmembers asked about school-funded uses and subcontract language; staff said school-related activities (umpires, scorekeepers) remain school functions while field maintenance is handled by the Diamonds under the agreement. Council also discussed that revenue generated from concessions, sponsorship and fundraising under the agreement will be directed to capital improvements, equipment, and promotion of local youth sports rather than concession-equipment purchases.

The motion to adopt the state-provided resolution and to approve the one-year renewal beginning Aug. 5 passed on the council floor.
