Seaside Heights board authorizes $4.45 million bond question for March special election

The Seaside Heights Board of Education voted Dec. 1 to place a $4,445,415 bond proposal before district voters in a special election on March 10, 2026 to fund improvements, alterations and system upgrades at Hugh J. Boyd, Jr. Elementary School.
Board President Dr. Marko said the district has received State approval for preliminary eligible costs and that "the State of NJ [will] cover over $2.3 million over the life of the bond," and the board resolution states the State debt service aid percentage is equal to 40% of the annual debt service for the approved costs.
Why it matters: The resolution, adopted as part of the Business Administrator's agenda, would allow the district to appropriate $4,445,415 for the project and to issue bonds not to exceed that amount. If voters approve the proposal on March 10, the board has authorized the Business Administrator/Board Secretary, in consultation with bond counsel, to finalize ballot language and coordinate with county officials to conduct the election.
The resolution names Settembrino Architects as the project architect and authorizes the board to work with Wilentz, Goldman & Spitzer, P.A., as bond counsel. It also states the board will transfer funds among approved projects if necessary and agrees to locally fund any excess costs beyond State support.
The resolution was adopted on a roll-call vote during the Business Administrator's agenda approval. The motion to approve the Business Administrator's items, which included the bond resolution, was made by Board Member James Boyd and seconded by Jessica Richardson; voting recorded as James Boyd '1 Yes'2, Jessica Richardson '1 Yes'2 and Dr. Marko '1 Yes'2; motion carries.
Next steps: The resolution commits the Business Administrator/Board Secretary to file a supplemental debt statement and to deliver certified copies of the resolution to the County Clerk as required by state law. The polls for the special election are scheduled to open at 6:00 a.m. and close at 8:00 p.m. on March 10, 2026.
Public questions: During the meeting public commenters asked that the referendum question provide clearer description of the project scope so voters understand what they are voting on and sought clarification about the heating-system plan and total costs. The board invited community questions so voters can make an informed decision.
