Newberry council approves downtown mural, event alcohol permits, grant match and sets special election date

The Newberry City Council on Sept. 10 handled several routine and community items, including adopting a mural ordinance, approving temporary alcohol rules for two downtown events, committing local matching funds for a grant application and setting a special election date after a council retirement announcement.
Council approved second and final reading of Ordinance #2024-1018 to permit a welcoming floral mural, featuring the word "Newberry" in a vintage typeface, on the west-facing wall at the corner of Lindsay and Main Streets. The Architectural Review Board had approved the design in July; no members of the public spoke for or against the ordinance during the public hearing.
Council also approved temporary, limited alcohol consumption within specified event boundaries for two fall events. For Towns in Tune on Sept. 27 and Newberry Oktoberfest on Oct. 5 the council authorized beer and wine only, sold and served by approved vendors, served in plastic cups no larger than 16 ounces; patrons over 21 are to be carded and provided wristbands and liquor consumption is explicitly prohibited.
On grants and delegations, Council adopted Resolution #2024-1005 committing the city to a 15% local match (at least $3,750) toward a potential Municipal Association of South Carolina Hometown Economic Grant (maximum award $21,250) and to follow the city's procurement policy. Council also appointed Utilities Director Tim Baker as the city's voting delegate and Krystal Bates as alternate to the South Carolina Rural Water Association under Resolution #2024-1006.
In announcements, Councilmember Edwin E. Wicker said he will retire from the City Council effective Sept. 23, 2024; a special election to fill his seat is scheduled for Dec. 17, 2024.
Other routine business included employee service recognitions and acceptance of the financial report showing cash on hand of $24,309,251.07 as of Aug. 31, 2024. Council appointed Bill Davis to the Newberry Opera House Foundation Board and Mayor Foster Senn presented recent historical markers. With no further business the council adjourned at 8:12 p.m.
